This article attempts to develop a theoretical approach to exploration of the environment, of intra-environmental information processes and mutually determinative relationships, and mode of being. Relying on the theoretical postulates of Gregory Bateson, the information theory of Claude Shannon, the concept of predictive processing, and Nikolai Ladovsky’s principle of economy of perception in architecture, the author seeks to show that the environment can act as an alternative mode to the subject for organizing experience. This interpretation of the concept of environment (...) can serve as a foundation for constructing an optics of inquiry that is not human-centric but at the same time could remain an optics of human inquiry. The article is devoted to the analysis of theoretical bases of G. Bateson's anthropology. The author focuses on the concept of pattern by tracing the origins of this concept in the Goethe's morphology, the Gestalt psychology, the Benedict's anthropology, the Cybernetics and the Communication theory. In the context of the Communication theory “pattern" appears as a synonym of the engineering term “redundancy" that makes possible to consider it as a necessary condition for anticipation of communication sequences and economy of description. (...) In addition, the pattern (redundancy) as a information organization form stands as the main criterion for sig- nal/noise ratio distinction. According to Bateson, the “pattern" can also be seen as an approximate synonym of “meaning". Applying of this interpretation to Bateson's analysis of the culture makes possible a more rigorous view at the problems of anthropological observation and description. The analysis demonstrates the need for anthropological observation, detecting patterns of two levels: the first one is valid within cultural systems (basic ideas, values and symbols of culture), the other one is valid within the system «culture + the observer» (abstract models). Thus, recognition of the pattern of the first level belonging to the language of the observed culture makes possible the interpretation of cultural events and facts. The pattern of the second level is not recognized but it is constructed, in a language more abstract than both the language of the observed culture and the language of culture of the observer. The emergence of Russia as a dominant force in Europe from the early nineteenth century onward was characterized by growing tensions between Russians and Poles as seen in the recurring Russian suppression of Polish uprisings. F. H. Duchinski who, like other Polish intellectuals, tried to uncover the root causes of these political tensions, concluded that Russians were neither Slavic nor European, but Asians, and it was this fact alone, he believed, that accounted for the continuing Russian hostility toward the Poles.

In 2004 Atserias, Kolaitis, and Vardi proposed $\text {OBDD}$ -based propositional proof systems that prove unsatisfiability of a CNF formula by deduction of an identically false $\text {OBDD}$ from $\text {OBDD}$ s representing clauses of the initial formula. All $\text {OBDD}$ s in such proofs have the same order of variables. We initiate the study of $\text {OBDD}$ based proof systems that additionally contain a rule that allows changing the order in $\text {OBDD}$ s. At first we consider a proof (...) system $\text {OBDD}$ that uses the conjunction rule and the rule that allows changing the order. We exponentially separate this proof system from $\text {OBDD}$ proof system that uses only the conjunction rule. We prove exponential lower bounds on the size of $\text {OBDD}$ refutations of Tseitin formulas and the pigeonhole principle. The first lower bound was previously unknown even for $\text {OBDD}$ proofs and the second one extends the result of Tveretina et al. from $\text {OBDD}$ to $\text {OBDD}$.In 2001 Aguirre and Vardi proposed an approach to the propositional satisfiability problem based on $\text {OBDD}$ s and symbolic quantifier elimination $ algorithms). We augment these algorithms with the operation of reordering of variables and call the new scheme $\text {OBDD}$ algorithms. We notice that there exists an $\text {OBDD}$ algorithm that solves satisfiable and unsatisfiable Tseitin formulas in polynomial time, but we show that there are formulas representing systems of linear equations over $\mathbb {F}_2$ that are hard for $\text {OBDD}$ algorithms. Our hard instances are satisfiable formulas representing systems of linear equations over $\mathbb {F}_2$ that correspond to checksum matrices of error correcting codes. (shrink)

I detect a specific attitude to Byzantium (“the Byzantine Enlightenment”) in Ivan Kireevsky’ Slavophile article “On the Character of Enlightenment in Europe” (1852). I qualify this attitude as Byzantinocentrism. I take that as a focal point and, against this background, consider the image of Byzantium in Kireevsky and some thinkers of his social circle. It allows me to trace the most important lines of attitudes to Byzantium in the Russian historiosophical literature and opinion journalism of the nineteenth century. I detect (...) two opposite lines in perceiving Byzantium in Kireevsky’s early social circle: the anti- and pro-Byzantine ones. The first line goes back to an anti-Byzantine message, characteristic of the epoch of Enlightenment. It found its manifestation in G. W. F. Hegel’s Lectures on the Philosophy of History. I point to the traces of the implicit polemics with Hegel’s anti-byzantinism in Kireevsky and identify the context of these polemics in Arist Kunick. As well, I outline how these lines worked in Pyotr Chaadaev and Alexander Pushkin. Then I distinguish between how the image of Byzantium was presented, first, in Kireevsky’s earlier Slavophile article “On the Character of Enlightenment in Europe” and, second, in his last article “On the Necessity and Possibility of the new Foundations for Philosophy” (1856). In the latter article, which sees Byzantium as bipolar, I find another view on Byzantium. I suggest that this view on Byzantium as a bipolar entity goes back to Alexey Khomyakov’s Semiramis. My point is that this difference in the views on Byzantium is paradigmatic and it reflects a division that was present in the Russian Slavophile-conservative milieu of that time. I suggest that this division stands behind another division within the same milieu, which was politically oriented, the one in relation to the Greek-Bulgarian ecclesiastical question. I analyze how both monopolar (Byzantinocentric) and bipolar views on Byzantium were reflected in the Greek-Bulgarian question as it was considered by Alexey Khomyakov and Terty Filippov. I find a context for developing Kireevsky’s attitude towards Byzantium in François Guizot’s historiosophic scheme as well. (shrink)

This paper responds to the issues raised by D. Chalmers by offering a research direction which is quite radical because of the way in which methodological principles are linked to scientific studies of consciousness. Neuro-phenomenology is the name I use here to designate a quest to marry modern cognitive science and a disciplined approach to human experience, thereby placing myself in the lineage of the continental tradition of Phenomenology. My claim is that the so-called hard problem that animates these Special (...) Issues can only be addressed productively by gathering a research community armed with new pragmatic tools for the development of a science of consciousness. I will claim that no piecemeal empirical correlates, nor purely theoretical principles, will really help us at this stage. We need to turn to a systematic exploration of the only link between mind and consciousness that seems both obvious and natural: the structure of human experience itself. In what follows I motivate my choice by briefly examining the current debate about consciousness at the light of Chalmer’s hard problem. Next, I outline the phenomenological strategy. Finally I conclude by discussing some of the main difficulties and consequences of this strategy. (shrink)

The article offers a new interpretation of the technique and its evolution. The ideas about the technique of Aristotle, F. Bacon, P. Engelmeir, N.Berdyaev are analyzed, as well as the understanding of nature, on the basis of which the technique is comprehended and conceptualized. The author's hypothesis is that it is necessary to distinguish between two fundamentally different understandings of technology and the lines of its development: one, where technology is understood as engineering and conceptualized within the framework of the (...) first nature, and the other, technology as technology, conceptualized within the framework of the idea of the second nature. In addition, the author shows that in the twentieth century there is a convergence of both lines of technology development, entailing a synthesis of engineering and technology. The atomic project is given as an illustration. On the basis of the proposed ideas, an explanation of the peculiar explosion of the development of technology in the XIX and XX centuries and the emergence of technoprime is outlined. To analyze the features of the second nature, the work of Dmitry Efremenko is considered, who suggests the genesis of megamachines, distinguishing between their two main types and outlining the third. Another component of the second nature is technology, in which, in addition to the sequence of operations and the conditions that ensure them, the author highlights the division of labor, attitudes to economy, standardization and quality of products, research and optimization or restructuring of production activities. In conclusion, the article points out three consequences of the synthesis of engineering and technology, as well as the crisis of technology in modernity: the need to revise ideas about nature, technology and the modern project, as well as the importance of studying the second nature. This paper starts with one of Chalmers’ basic points: first-hand experience is an irreducible field of phenomena. I claim there is no ‘theoretical fix’ or ‘extra ingredient’ in nature that can possibly bridge this gap. Instead, the field of conscious phenomena requires a rigorous method and an explicit pragmatics for its exploration and analysis. My proposed approach, inspired by the style of inquiry of phenomenology, I have called neurophenomenology. It seeks articulations by mutual constraints between phenomena present in experience and (...) the correlative field of phenomena established by the cognitive sciences. It needs to expand into a widening research community in which the method is cultivated further. (shrink)

We will show that there is a strong form of emergence in cell biology. Beginning with C.D. Broad's classic discussion of emergence, we distinguish two conditions sufficient for emergence. Emergence in biology must be compatible with the thought that all explanations of systemic properties are mechanistic explanations and with their sufficiency. Explanations of systemic properties are always in terms of the properties of the parts within the system. Nonetheless, systemic properties can still be emergent. If the properties of the components (...) within the system cannot be predicted, even in principle, from the behavior of the system's parts within simpler wholes then there also will be systemic properties which cannot be predicted, even in principle, on basis of the behavior of these parts. We show in an explicit case study drawn from molecular cell physiology that biochemical networks display this kind of emergence, even though they deploy only mechanistic explanations. This illustrates emergence and its place in nature. (shrink)

The development and use of large and dynamic health data repositories designed to support research pose challenges to traditional informed consent models. We used semi-structured interviewing to elicit diverse research stakeholders' views of a model of consent appropriate to participation in initiatives that entail collection, long-term storage, and undetermined future research use of multiple types of health data. We demonstrate that, when considering health data repositories, research stakeholders replace a concept of consent as informed with one in which consent is (...) engaged. In engaged consent, a participant's ongoing relationship with a repository serves as a substitute or adjunct to information exchange at enrollment. We detail research stakeholders' views of the risks of engaged consent and suggest questions for further study about engagement and consent procedures in initiatives that aim to store data for future unspecified research purposes. The use of biotechnology in food productiongives rise to consumer concerns. The term ``consumerconcern'' is often used as a container notion. Itincludes concerns about food safety, environmental andanimal welfare consequences of food productionsystems, and intrinsic moral objections againstgenetic modification. In order to create clarity adistinction between three different kinds of consumerconcern is proposed. Consumer concerns can be seen assigns of loss of trust. Maintaining consumer trustasks for governmental action. Towards consumerconcerns, governments seem to have limitedpossibilities for public policy. Under current (...) WTOregulations designed to prevent trade disputes,governments can only limit their policies to 1) safetyregulation based upon sound scientific evidence and 2)the stimulation of a system of product labeling. Ananalysis of trust, however, can show that ifgovernments limit their efforts in this way, they willnot do enough to avoid the types of consumer concernsthat diminish trust. The establishment of a technicalbody for food safety – although perhaps necessary –is in itself not enough, because concerns that relatedirectly to food safety cannot be solved by ``pure''science alone. And labeling can only be a good way totake consumer concerns seriously if these concerns arerelated to consumer autonomy. For consumer concernsthat are linked to ideas about a good society,labeling can only provide a solution if it is seen asan addition to political action rather than as itssubstitution. Labeling can help consumers take uptheir political responsibility. As citizens, consumershave certain reasonable concerns that can justifiableinfluence the market. In a free-market society, theyare, as buyers, co-creators of the market, andsocietal steering is partly done by the market.Therefore, they need the information to co-create thatmarket. The basis of labeling in these cases, however,is not the good life of the individual but thepolitical responsibility people have in their role asparticipants in a free-market. Then, public concernsare taken seriously. Labeling in that case does nottake away the possibilities of reaching politicalgoals, but it adds a possibility. (shrink)

The paper promotes a cultural sociological analysis of one of the most significant and hard-to-explain events in American history when the initial act of breaking and entering into the Democratic Party headquarters at the Watergate Hotel first didn't attract any substantial attention of contemporaries but later initiated a widespread political crisis. J. Alexander considers the dynamics, mechanisms and consequences of the event and its public resonance, building an explanatory model based on his cultural sociological theory. Background The ethical principle of justice demands that resources be distributed equally and based on evidence. Guidelines regarding forgoing of CPR are unavailable and there is large variance in the reported rates of attempted CPR in in-hospital cardiac arrest. The main objective of this work was to study whether local culture and physician preferences may affect spur-of-the-moment decisions in unexpected in-hospital cardiac arrest. Methods Cross sectional questionnaire survey conducted among a convenience sample of physicians that likely comprise code team members (...) in their country. The questionnaire included details regarding respondent demographics and training, personal value judgments and preferences as well as professional experience regarding CPR and forgoing of resuscitation. Results Of the 675 questionnaires distributed, 617 were completed and returned. Country of practice and level of knowledge about resuscitation were strongly associated with avoiding CPR performance. Mexican physicians were almost twicemore likely to forgo CPR than their Israeli and Indonesian/Malaysian counterparts [OR1.84, p = 0.038]. Mexican responders also placed greater emphasison personal and patient quality of life. In multivariate analysis, degree of religiosity was most strongly associated with willingness to forgo CPR; orthodox respondents were more than twice more likely to report having forgone CPR for apatient they do not know than secular and observant respondents, regardless of the country of practice [OR 2.12, p = 0.003]. Conclusions In unexpected in-hospital cardiac arrest the decision to perform or withhold CPR may be affected by physician knowledge and local culture as well as personal preferences. Physician CPR training should include information regarding predictors of patient outcome at as well as emphasis on differentiating between patient and personal preferences in an emergency. (shrink)

Veterinarians play an essential role in the animal-based food chain. They are professionally responsible for the health of farm animals to secure food safety and public health. In the last decades, food scandals and zoonotic disease outbreaks have shown how much animal and human health are entangled. Therefore, the concept of One Health is broadly promoted within veterinary medicine. The profession embraces this idea that the health of humans, animals and the environment is inextricably linked and supports the related call (...) for transdisciplinary collaboration. Especially in zoonotic disease control, the benefits of the cooperation between veterinarians and human doctors seem evident. However, applying a One Health approach also makes moral problems explicit. For instance, how should veterinarians deal with situations in which measures to protect public health negatively affect animal health? This creates a conflict of professional responsibilities. To deal with such moral problems and to strengthen the veterinarian’s position, the starting point is a holistic perspective on One Health. We will argue for an ‘encapsulated health’ argument: the best way to safeguard human health is to promote the health of animals and the environment. This also holds for the responsibility of the veterinary profession: to serve public health, the central responsibility of veterinarians should be to be experts in animal health and welfare. We elaborate this point by using a case study on the role of the veterinary profession in antimicrobial resistance policies in the Netherlands. (shrink)

How might philosophy of religion be impacted by developments in computational modeling and social simulation? After briefly describing some of the content and context biases that have shaped traditional philosophy of religion, this article provides examples of computational models that illustrate the explanatory power of conceptually clear and empirically validated causal architectures informed by the bio-cultural sciences. It also outlines some of the material implications of these developments for broader metaphysical and metaethical discussions in philosophy. Computer modeling and simulation can (...) contribute to the reformation of the philosophy of religion in at least three ways: by facilitating conceptual clarity about the role of biases in the emergence and maintenance of phenomena commonly deemed “religious,” by supplying tools that enhance our capacity to link philosophical analysis and synthesis to empirical data in the psychological and social sciences, and by providing material insights for metaphysical hypotheses and metaethical proposals that rely solely on immanent resources. Christology seems to fall fairly clearly into two divisions. The first is concerned with the truth of the two propositions: ‘Christ is God’ and ‘Christ is a man’. The second is concerned with the mutual compatibility of these propositions. The first part of Christology tends to confine itself to what is sometimes called ‘positive theology’: that is to say, it is largely given over to examining the Jons revelationis —let us not prejudge currently burning issues by asking what this is—to (...) see what evidence can be found for the truth of these propositions. Clearly, the methods used will be above all those of New Testament exegesis. The second part of Christology will necessarily consist entirely of that speculative theology which is contrasted with positive theology. Even if the earliest speculation on this topic is to be found in the New Testament itself and thus becomes fair game for the exegetes, any attempt to relate the primary truths, ‘Christ is God’ and ‘Christ is a man’, to eachother is a work of reflection, and in the terminology I am using speculative. Standard models of adolescent risk taking posit that the cognitive abilities of adolescents and adults are equivalent, and that increases in risk taking that occur during adolescence are the result of socio emotional differences in impulsivity, sensation seeking, and lack of self-control. Fuzzy-trace theory incorporates these socio emotional differences. However, it predicts that there are also cognitive differences between adolescents and adults, specifically that there are developmental increases in gist-based intuition that reflects understanding. Gist understanding, as opposed to verbatim-based analysis, (...) generally has been hypothesized to have a protective effect on risk taking in adolescence. Gist understanding is also an essential element of informed consent regarding risks in medical decision- making. Evidence thus supports the argument that adolescents’ status as mature minors should be treated as an exception rather than a presumption, because accuracy in verbatim analysis is not mature gist understanding. Use of the exception should be accompanied by medical experts’ input on the bottom-line gist of risks involved in treatment. (shrink)

Timothy Williamson, in various places, has put forward an argument that is supposed to show that denying bivalence is absurd. This paper is an examination of the logical force of this argument, which is found wanting.

In this essay, I shall discuss ethical issues that arise with our increasing ability to affect the genetic makeup of the human population. These effects can be produced directly by altering the genotype, or indirectly by aborting, not conceiving, or treating individuals because of their genetic makeup in ways made possible by genetic pharmacology. I shall refer to all of these sorts of procedures collectively as the Procedures. Some of the ethical issues the Procedures raise are old, arising quite generally (...) when we can affect the well-being of people, even in the absence of the ability to affect them in the ways just described. My examination of these issues is prompted by the recent at-length discussion of them, From Chance to Choice, by Allen Buchanan, Dan Brock, Norman Daniels, and Daniel Wikler. (shrink)

In this important collection of essays Dennis Thompson argues for a more robust conception of responsibility in public life than prevails in contemporary democracies. He suggests that we should stop thinking so much about public ethics in terms of individual vices and start thinking about it more in terms of institutional vices. Combining theory and practice with many concrete examples and proposals for reform, these essays could be used in courses in applied ethics or political theory and will be read (...) by professionals and graduate students in schools of political science, public policy, law, public health, journalism and business. Purpose: The main purpose of this article is to show that the paradigm of viewing the ‘hard problem’ of consciousness in analytic philosophy makes it a pseudo-problem rather than a ‘hard problem’. The objectives of this research included showing the reasons for the authors’ thesis, demonstrating the irreducibility of consciousness as a special layer of reality, and proposing a way to overcome these difficulties. Design/methodology/approach: In this article, the ‘hard problem’ of consciousness is viewed from the standpoints of the transcendental-phenomenological (...) and dialectical approaches and is analyzed through the prism of the principle of onto-gnoseological uncertainty. Findings: It is shown that the way of formulating the ‘hard problem’ in the analytical philosophical tradition inevitably makes it a pseudo-problem. At the same time, with the consistent realization of the principle of onto-gnoseological uncertainty, the antinomy of solutions to the problems of consciousness is eliminated, which opens up a way to a productive solution of problems related to the interpretation of consciousness both in natural sciences and in philosophy. Originality/value : This research reveals the methodological potential of applying the principle of onto-gnoseological uncertainty to the problems that arise in modern philosophy in connection with the achievements of natural sciences.
